[Remops] razelka: blocking smtp from dynamic IPs and doing it wrong

Razelka-admin:

Rejecting mail from dynamic IPs makes your users use their ISP
smarthosts, which makes your users more susceptible to traffic
analysis and logging.

Please correct this!

Also, you should be rejecting with a 5XX error message.  4XX is
supposed to be for temporary errors.
