[Remops] allpingers.txt for large key pingers

I hope this will be useful. I have begun maintaining a unique
allpingers.txt file. It lists those pingers that collect stats and keys
from all remailers. Remailers with large mix keys as well as remailers
with legacy size keys.

Currently. there are only 3 pingers of this kind. fourohninesix, jeremy
and "Mixmin 4096 Pinger".

As more come online I will add them.
