[Remops] Announcing new pinger Fourohninesix

I have created a second Echolot pinger service named "Fourohninesix".

As the name implies it lists all 4096-bit remailers, as well as all
other remailers in the network.

NOTE: These stats & keys SHOULD NOT be used with Windows remailer
clients like QSL or Omnimix since these clients currently rely on older
versions of Mixmaster that do not support large mix keys.

This pinger is best used with the Mixmaster 3.0.2x remailer client
(ncurses interface) which /does/ support large mix keys.

For Linux users the client is available here
