No.  You can run echolot and use the stats and keyrings it generates.
You only need http if you want to publish those stats for others.

You can use rsync (or an alternative) to copy echolot's results to a
remote machine that's running an http daemon.  I expect there are dozens
of potential solutions for this configuration.

Echolot only requires the Mixmaster binary.  When you install it, just
tell Mixmaster to install as a client.
