Hi Len,

I had exactly the same idea, but wondered how Windows remops would deal
with it.

It appears that the Putty suite offers the solution.  It has an rsa
ssh-keygen(puttygen.exe) and an scp(pscp.exe) command.  It's licensed
under the MIT license.

I'll look at getting the rab.blk file available in a sshd chroot jail.
