I have a different idea. It's more work for those of us working on the RAB
software, but it might be easiest in the end.
The RAB server can run a chrooted sshd for a RAB account.
Remops can generate an SSH key, and submit it to the RAB maintainer.
Remops then issue a scp command for the rab.blk file.
