For general info, there's now a basic CGI webpage at
http://www.mixmin.net/cgi-bin/rab.cgi which I'd appreciate any feedback
on.  Please post comments to the list rather than to private email as
there's potentially others besides myself working on it.

As an additional point, if anyone else wants access to the code for
this, I'll make it available for download.  It would work equally well
for the local dest.blk file which would resolve the long outstanding
issue with abusers issuing block requests for other people (or mail2news
gateways).
