[Remops] Suggestion for dest-block

A number of remailers running Reliable are running the version modified by
panta admin, which allows for a dest block. 

The person wanting the dest block sends an email to remailer at .....  with a
subject of dest-block.  He receives a confirmation email which he returns,
and is then dest blocked.

The problem is that he is only dest blocked with one remailer, and, if he
is receiving abusive emails, they can continue through other remailers.

I suggest that somebody set up a web address that a user can go to and
send one dest block request which will go to all exit remailers using
panta's version of reliable.

If other exit remailers have some address with some way of getting dest
blocked, maybe they could be incorporated into the web address, so that
one email, sent from the web page, would get the user blocked with as many
remailers as possible.

The web address could then be incorporated into the comments of the
various remailers.

This isn't as effective as my method, but it would be a big help.
