[Remops] New Mixmaster Remailer Announcement - Isis

It would be nice having a clientside way to detect this, changing the
stats format and whatnot in a way that doesn't break old clients...
But in the interim the simplest way to communicate this might just be
a column added to http://stats.mixmin.net/genealogy.html
