Never mind. Testing has proven this to be correct. You only need the
procmail recipe above when you don't have mail delivery already configured.

The reason echolot wasn't working on my system is that its user couldn't
access the Maildir under Exim and Dovecot. Echolot instructions warn
about this. I changed the echolot user to a user that could access the
Maildir and it has begun processing email as well as generating pinger
stats.
