[Remops] Cside remailer and pinger moving

[Cside Admin]

The Cside remailer (which has been running as testing) and the pinger will be shutdown in the next few days while they are physically moved.

When they come back they will be on new hardware.

The downtime is expected to be weeks rather than days.
