What I am about to say here is purely theoretical.

You can skip the list part by having each remailer send (with TLS) a
list of e-mail addresses it is about to send to. And then the RAB server
sends back a list of e-mail addresses that are not allowed. These
messages get deleted from the pool while the rest is send.

The e-mail addresses list on the RAB server can still be hashed. It
doesn't know or case about their unhashed forms. The mixmaster servers
won't need to know these hashes or even the hash algorithm used.

Downside, if the RAB server is overloaded there will come a point on
which a remailer will still send.

OTOH, the remailer might 'remember' old RAB queries and assume they are
still the same.

I think this is a quite a beautiful solution, but it seems a lot of work
to code. Mixmaster would basically become a distributed net.

But when (and if) it works, it seems very easy to maintain. Especially
for remops having their RL to deal with also  :-)
