[Remops] Announcing winters remailer

All,

The winters remailer is a middleman remailer.  While it currently does
not have a pinger, it will shortly.  Also if someone can tell me how to
note for mixmaster that it and the pobox remailer are part of the same
family, I would appreciate it.  Below is the key.txt file.
