Assuming you're running Unix/Linux, all you need is a cron entry to
regularly download the file to the correct destination.  I use this
command:
wget -O ~/Mix/rab.blk http://www.mixmin.net/rab.blk

I'm not providing functionality for users to add themselves to the
rab.blk as it's difficult to verify they own the address.  At the moment
only remops can add addresses and they must sign the request using their
adminkey.

I'm in the process of developing an improvement to the scripting so that
remops can delete entries as well as add them.  This should be around
sometime this week.
