[Remops] cside services temp downtime

[cside admin]

I'm planning some maintainance work on the cside equipment.

Part of the work involves moving the remailer, the mixminion node and
the miniontest pinger to a new box.

There will be times when some of the services will not be available.

Hopefully no traffic will be lost.

The pinger stats may look bad for a time.
