Oops, major stupid comment on my part.  The reason those remailers have
such high randhop stats is because of pings.  Every ping to a middleman
is hardcoding that node as an Exit and resulting in a randhop.

I think that puts me back on the fence as to whether pingers should be
whitelisted.

Minus points:
* Whitelisting obscures bad stats which cause unreliable randhopping
  capability.
* Whitelisting is a pain to maintain.

Plus points:
* Latency reporting is accurate.
* Uptime is not biased by a third-party remailer.
* Removes potential for rogue exit remailer to bias pinger results.
